Research On Development Of High-tech Industry In Anhui Province

High-tech industries in developed countries are gradually replacing the traditional industries to become the pillar industry of a country’s economy, not only to a certain extent on behalf of a country’s scientific and technological strength, but also reflect the level of a country’s national economic competitiveness. In China, until the1980s has only just begun to realize the importance of high-tech industry, and introduced some science and technology programs such as "863"and "the torch", in order to guide and promote the formation and development of China’s high-tech industry, and in the20years, the development of high-tech industry to become the size. The building within multiple Industry Demonstration Zone, the industrial base and the characteristics of the industrial chain, to bring new opportunities for the development of high-tech industry in Anhui Province, also injected new vitality into the economic development of Anhui Province. However, behind the present great achievements, whether the development of high-tech industry in Anhui Province is smooth sailing? The articles start from the point of view of the innovative mechanisms, to study the development of high-tech industry in Anhui Province.The article first study the theory of high-tech industry, followed by analysis of the basic theory of the double-stranded integration mechanism and internal factors, and finally compare and analyze the experience of foreign high-tech industrial development mode. And then the article introduced the achievements in the past decade in the high-tech industry:The overall output value of the scale has a larger leap, the contribution of industry to the national economy, the level of profits and taxes have increased dramatically, as well as the industrial structure has been optimized. Achievements, is also facing some problems:the level of the overall size small across the country; the industry is not high levels of efficiency; the development of high-tech industry in the province has the problem of regional differences greatly. The article pointed out that the root of the problem existing in high-tech industry in Anhui Province is that the double-stranded integration mechanism is imperfect, and the channel from innovations to industrialization is not smooth, imperfect performance concentrates in three areas:innovation and transformation mechanisms, main innovative binding mechanism, capital structure, technology intermediaries, markets and development zones carrier. Only gradually improve the double-stranded integration mechanism of the high-tech industry in Anhui Province, what can contribute to the source of power for high-tech industry development, in order to promote Anhui high-tech industry to accelerate the development and optimization and upgrading. The article draws on the international high-tech industrial innovation mechanism experience, combined with the actual situation of Anhui province. The thesis proposes the three proposals, what include IUR (industry-university-research) institute alliance, the guiding of the government, investment and financing mechanism, to make policy and suggestions.
