The Research On Low-carbon Economic Development Model In The West

For various reasons, the global levels of greenhouse gases rose dramatically, it directly led the average global temperature to rise, and thus trigger a series of crisis. The demand of of the world economic development for energy is unlimited, but the global energy reserves are limited, so the energy crisis will be unavoidable. The contemporary human society has been faced with three issues, namely 3E (energy, environment, economy). As a kind of sustainable development model, low-carbon economy has become the main way to solve the issues of 3E, the world has this consensus.As carbon dioxide first superpower, China is actively accelerating the development of low-carbon economy.The large-scale development of the western aera has promoted the region’s industrialization, urbanization and modernization, the western aera people’s living standards improved significantly, the economic growth rate has been over 8% for eight years. However, the western aera also appears many negative phenomenons, for example resource exploitation, the waste of resources, environment pollution, ecological destruction and so on. With the average high altitude, complex terrain, the lack of rain, the western aera is ecological fragile area in China, it’s very sensitive to global climate change. How to realize the economic development in the western aera, meanwhile, to minimize its negative influence on the environment? This is what the current western aera of the important development issue urgently to be solved. Because of its low energy consumption and low pollution, low emission characteristics, low-carbon economy become the most important path choice for the west aera to protect the ecological environment and realize economic sustainable development.This paper elaborates the research background and significance of western aera low-carbon economy development, it explains the connotation and theoretical bases of low-carbon economic, sums up the anvanced experences of low-carbon economy development in foreign, calculates the carbon dioxide emissions of western aera, gives the comparative analysis of the eastern, central and western carbon emissions. Based on these contents, it elaborates the low-carbon economy development of western aera from the following six aspects, namely the renewable energy development, industrial structure optimization, energy-saving and pollution-preventing development, forest carbon sink reserves, low-carbon social construction and low carbon financial development, then gives the qualitative analyses on the knotty problems existing in the process of practice. Finally, this paper summarizes the model of low-carbon economy development adapted to western aera, and gives some policy suggestions.This paper has three innovations. Firstly, this paper summarizes low-carbon economy development experiences of the advanced foreign countries, it provides effective reference for western aera low-carbon economy development. Secondly, this paper establishes the panel data of carbon dioxide emissions for various provinces of our counry, for the study of the related areas of low carbon economy development to provide effective data basis. This provides effective data basis for other researches on each area low-carbon economy development. Thirdly, this paper summarizes the model of low-carbon economy development adapted to western aera. The model is the common development of multiple system, with low-carbon energy system, low-carbon industry system and forest carbon system as the development core, with low-carbon technology system as the driving force, with low-carbon social system development as the foothold, with low-carbon financial system as the funding. The model is targeted and feasibility. It has a certain pertinence and feasibility, and provides certain academic support for the concrete practice of the western region low-carbon economy development.
