Agriculture is the basic industry of China. The healthy development of agriculture related to China’s 1.3 billion people’s food supply problem. However, the water is the lifeblood of agriculture. So, the success or failure of irrigation and water conservancy facilities directly related to the increase of grain yield. From point of view to the current situation, as Rural public goods, the development of modern irrigation facilities has become a major obstruction of agriculture。Especially in the last two years, southwest and northern regions of China suffered a severe drought. They are not only bringing great catastrophe crops, but also to the people’s production and life, particularly to the lives of farmers. The reason is not just from natural disasters, but also from the lagging development of supply and management of water conservancy facilities. There are many problem existing in current of water conservancy facilities, such as lagging Irrigation facilities、serious shortage of investment funds for construction; serious waste of irrigation water、lack of effective irrigation; unperfect management system of rural water conservancy facilities、unclear property rights、disorder of management system; a big flaw of supply mean of irrigation and water conservancy facilities and uneven regional supply and so on. It is for these reasons, the CPC Central Committee issued Document No.1 in 2011—《CPC Central Committee and State Council on the decision to accelerate the development of water reform》。This shows that CPC pay more attention to the serious current situation of water development and determination of governance for management of Irrigation facilities. Based on this, This paper will be related to domestic and international public goods theory as a guide and review the supply and management of farmland water conservancy facilities to discuss current supply and management problems of irrigation and water and the resulting impact on the sustainable development of agriculture. Based on the compare of United States, Japan and other developed countries the construction of farmland water conservancy facilities, we propose suggestions how to improve our supply and management of water conservancy facilities.
