The Construction Of China's Coal Industry Circular Economy Industrial Chain Research

Energy is the driving force in social development while economic growth results inincreased energy consumption. Known as "black wealth", coal contributes the mostsignificant part of primary energy in China. Ever since the beginning of the "EleventhFive-Year", China’s coal production has being growing rapidly, but it still can’t fully meetthe demands of the economic development. In the meantime, increasing environmentalconcern is mounted by China’s coal-based energy consumption structure. Under thepressure of energy demand and environmental protection, it’s becoming a research topicfor coal industry on how to take good advantage of coal resources in China for theeconomic and social development, protect the ecological environment in the developmentand utilization, and promote harmonious development of economy and society around theregion.As a sophisticated economic system in the world of growing knowledge and circulareconomy, the coal industry can thrive only by promoting circular economy, creatingcircular economic industry chain and applying it industry-wide, and therefore realizehighly efficient use of coal resources and protection of ecological environment, andultimately keep a sustainable development of the industry. This article studies this topic bythe following four parts:First, it outlines the background of circular economy for China’s coal industry and thesignificance of creating circular economic industry chain; and summarizes and assesses theachievement of circular economic development by the coal industry at home and abroad.Second, directed by Max’ material transformation theory, circular economy theoryand scope economy theory, and considering circular economy development model and“Four-dimension connection” for formation of the industry chain, it studied the principlesof creating circular economy industry chain for the coal industry and proposed theapproach to create it on the layer of enterprise, campus and community.Again，Shandong Xinwen Mining Group and Henan beyond the enterprise grouppractice of the Chain of circular economy to a multi-faceted empirical research.(1) TheEmpirical Study of the Shandong Xinwen Mining Group emphasis on microcosmic (thatfocus on business and park level). The new Mining Group based on the coal resources,Play to their strengths and develop non-coal industries actively, reconstruct the industrysystem, reform the traditional industry chain through technological innovation, promote theindustrial chain integration and optimization, and finally formed the circular economyindustrial chain, which by coal industry as the basis, and with "coal, electricity, chemical,construction, coal machine manufacturing" as the main body, achieved the goal of a win-win situation of circular economy to promote enterprise benefit and environmental benefit,walked out of a sustainable development new way which of a state-owned old companyespecially state-owned mining enterprises.(2) The Empirical Study of the Henan beyond the enterprise group emphasis on macroscopic (that focus on park and society level).Beyond the Group under the guidance of the concept of circular economy, take theconstruction of "mining farm" mode, basic integrated these three levels of enterprise、parkand society， gradually formed the system of circular economy which to the culturecharacteristics、resources (agriculture) as a link、real estate based、engineering (ore)industry as the main body, to the correlation effect which industry metabolism, symbiosiscoupling, cooperation, common development, strengthened the new supersedes the old andcomplementary among industry, enhancement the ability of the whole mining area circulareconomy industrial chain to resist risk, also realized the coal mining area harmoniousdevelopment in the new situation between city and town, mining industry and agriculture.Last, on the basis of the normative research of the construction of circular economyindustrial chain and the empirical research of the practice of circular economy industrialchain, put forward the countermeasures and suggestions which based on the perspective ofenterprises and policy system.
