With development of IP network, especially evolution of mobile telecommunication from2G and3G to4G LTE, market environment in which mobile IP network exist has changed, and the need of market is much more to IP bearer network. But, technologies in current network are not suitable for the environment any longer. So, the task we confront is to design a new broadband mobile IP bearer network so that better quality of services could be supplied to the customers, such as bandwidth, quality of service, network security, and so on. After the new bearer network is done, a process of system verification is needed, that is to design system for IP services performance test and evaluation, which is to test the capacity of the new broadband mobile bearer network for carrying IP services. This dissertation is based on the purpose.It is briefly introduced about related content including theory knowledge and key technologies in the dissertation. The former includes normal IP services and its features, identification methods of services, performance indicators, parameters measurement, and evaluation methods of services. The latter involves socket programming, C/S, concurrent server design, packets capturing, GUI development kit and so on. And then, it is analyzed about need of functionality, design of solution, and showed about solution of system design, key implementation in code, and solution of system test and verification from measurement of services performance. Next, it is done to verify availability of system functions, effectiveness of parameters, and stability of system through experiment of service evaluation in the test bed, followed by results from the experiment. Finally, the current work progress is summarized, and a plan of next work is presented.The system design, without adopting those mature technologies or equipment which have been applied widely and at a high cost, such as NetFlow, IPTS400network analyzer, or complex solution based on web browser and database, is to implement a special software system related to the real application, and observe packets directly in real-time to obtain performance index of services without no software and hardware buffer. Therefore, it is not necessary to buy a special device or software to do the mission of performance measurement and evaluation of IP services, at the same time, using the extended interface to add new modulations can meet different needs of measurement and evaluation.
