The information network which is represented by Internet has become one of the most important infrastructures in the modern society; it has penetrated into all spheres of society and become the basis and carriers for knowledge-based economy. And the network had a profound and extensive effect on politics, economy, military affairs, culture and commerce of human society. Therefore, the reliable, efficient and scientific management of Internet becomes increasingly important. How to improve network performance based on the existing network environment, and how to design a network protocol with better efficiency and higher performance for the next generation Internet. And the resolution of these hot issues requires the network to carry out effective evaluation and analysis.This paper presents an IP network performance evaluation system, aimed at providing a flexible and extensible measurement system to show the network comprehensive performance. By providing heterogeneous network measurement and performance evaluation, this system can be the foundation of the dynamic monitoring of Internet and providing information for Internet scientific management, control and planning. This paper also puts forward an approach to evaluate network performance that is based on hop-by-hop latencies from three different levels of granularity including interface granularity, city granularity and AS granularity, in order to reflect the comprehensive network performance.The paper is organized as follow:First, this paper introduces the relevant background and importance of IP network performance evaluation system, and then shows the related technologies, which includes the existing network evaluation methods. Second, the requirement analysis of IP network evaluation system gives an introduction of objectives, design principles and functional requirements of the system. Followed is the analysis of system architecture, and then the implementation of measurement and evaluation subsystem is discussed. Finally, the IP network evaluation system has been tested and the analysis results show that this system can carry out network performance evaluation in a flexible and effective way.
