Informatization is still in the ascendant, while information technology has already permeated into all fields of Education. The intergretion is irresistible, but it happened accompanied by many problems. There’s a big difference in the degree of intergretion:more and more research and apliication has forcused on classroom teaching, while less on Teachers’ education ability, as well as on teachers’ education resourse library. In this context, Technology and education theory are not combined well in the development of digital learning resourse. Due to the lack of theoretical guidance of scientific education, many problems, such as chaotic structure, single function, lack of standardization of resource construction, low practicability, have emerged.In order to guide and promote the construction and application of teachers’ education resourse library, and solve the existing problems in the process of construction, this paper studied the constructional conditions of resourse library at home and aboard especially the southern region by literature analysis, compared and summarized design feature of resourse library in different regions, presented the resourse library should meet needs of learners and improve resource quality as core according to intersubjective philosophy of education, community learning theory and the learning theory based on cases. And then the research structured subjective and objective evalution of teachers’education resourse on the basis of previous researches, took the teachers’ education resourse of Southwest University which was invested the most capital and built for the longest time as cases to analyse deficiencies of design, construcution and application, carried out a reflection on system construction and resource construction. In the construction stage of resource library, it relied on the research results and the related resources about teachers’ education resourse library supplied by Teacher Education College of Southwest University, redesigned the teachers’ education resourse library model with the Southwest University charactoristies in accordance with the education background in Sichuan and Chongqing area, refinemented the user privileges, Directory structure classification, resource description standard and some other individual functions, and used Content management system and other software technology to achieve web site building. finally, the research conducted running test, application test and an investigation for users, verified the Feasibility, scientificalness and practicability of the design model, found the lack of this model, at the same time provided experience for higher normal colleges who want to create a school-based teachers’ education resources library.
