The earthquake is one of the major disasters that humanity has ever faced. Earthquake disaster is always accompanied with great loss of life and property, with the continuous development of economy and population urbanization, earthquake disaster may cause more and more loss now. Earthquake disaster occurs frequently in China, it happens at least dozens of inductive earthquake every year, especially in Wenchuan, Sichuan province, on May12,2008, which is an8.0-magnitude earthquake and caused great losses in our country. Due to a series of factors such as big gross of economic, concentration of the population, weak infrastructure, the loss of urban earthquake is increasing rapidly. Ability that a city or an area owned which can ensure its safety when earthquake occurs is called City’s Ability in Earthquake Disasters Reduction. Improving City’s Ability in Earthquake Disasters Reduction is the starting point as well as ending point in the research and practice of earthquake.As information technology spreads rapidly in seismic field, technologies such as seismic observation, forecasting and emergency are becoming networking as well as digitizing. In order to solve the management problems in mitigating earthquake loss in city and country, combining with each department’s characteristic, setting Weifang as an example, we developed Earthquake Disaster Reduction Information Management System. This system is based on the aim and demand of "Earthquake monitoring and forecasting, Earthquake disaster prevention and Earthquake emergency rescue"(Three Systems),,the framework of the system is established in accordance with the city and county’s tasks,intergrated modules of earthquake monitoring and forecasting, earthquake damage defense and earthquake emergency. The goal of the system we developed is to achieve integration of various of the earthquake emergency information resources through managing earthquake disaster reduction information with information techonology.The system is based on geographic information system technology (WebGIS),using database management technology and computer network technology, applying Browser/Server structure system, and forms earthquake macroeconomic forecasting network, earthquake quick report network, network of seismic propaganda and earthquake disaster mitigation assistants function. In the meanwhile, it combines the daily work of "Earthquake monitoring and forecasting. Earthquake disaster prevention and Earthquake emergency rescue", providing a strong support for the launching of the earthquake disaster reduction of city and country.The system solves the problems of the city and county earthquake departments on how to carry out the work officiently, at the same time, system can also quantify the effectiveness of their work easily according to the design.When scheduling weekly work task of "Three systems" in earthquake departments, municipal seismological bureau can just quantify the operation situation, data submitting situation, working progress in various counties(city, district), as well as analyzing summary and checking statistics in the system, which was simple, convenient,fair and objective. At the same time, it becomes possible for each department to have a horizontal and vertical comparison, which helps to promote carrying on work more proactively. In this way, we can actually implement Law of the People’s Republic of China on Protecting Against and Mitigating Earthquake Disasters.
