According to "Social Blue Book" by Chinese Academy of Social Sciences, in the report of "Chinese Internet Analysis Report on public opinion in2009", it pointed that: Internet has become one of the independent news and consensus sources. People’s Network Public Opinion Monitoring Room analyzed77influential social hot events in that year, found23cases, accounting for30%of all events, was explored by the network and drew public attention; adding that the Internet has become the "fifth power" after the traditional mass media is considered as the "fourth power".This dissertation study on Chinese contemporary phenomenon of network consensus supervision, focus on network hot events after the "China’s network Supervision landmark year" of2008, on the context of media convergence times, paying attention to the roles’changing of traditional consensus supervision participants, i.e. the media, the party and government departments, also on the basis of a survey findings of Jiangsu Province Netizens’Awareness on the situation and norms of Network Consensus Supervision, which researched on this writer’s own. It found that the traditional main supervisor, the media, become the general participants, while the party and government departments effort to enhance the capacity and strategy of response to network public opinion in the "New Thinking Pattern of Guiding Social Mainstream Consensus". After all, the public ranks the main and the most active supervisor, social consensus promoters. They participated widely by various way, changing the network consensus pattern. Also, the public awareness on network supervision violations and anomie is in the process from perceptually to rationally, which asks for positive reinforcement.The main parts of the paper study on the relations among network consensus supervision, civil rights (i.e. the right of privacy and reputation in this realm), public rights, and public power, pointing the differences from traditional consensus supervision in practice, theoretical elements and defenses upon the existing media law analysis framework on consensus supervision. Further, it discussed the rationality and legitimacy of the "third-party investigation", a newly kind of network consensus supervision with Chinese characteristics in recent year. After classifying the corresponding acts, analysis of relevant cases, it came up with some specific constructive suggestions, in the last part study on development strategy of guiding network consensus supervision, by introduction and localization of the theoretical framework and concepts of "ritual view of communication","media literacy education" and so on.
