With the global climate continually warming and the development of the societyand economy, the hazards to human society caused by lightning disasters are alsogrowing. At present, in the Guilin Meteorological Bureau all lightning-protectiondocuments are still transcribed on paper manually, which not only increases theworkload of managers, but also the difficulty and time for retrieval. With the continuallyincreasing works of lightning protection, the existing system does not suit for thedemand of lightning-protection management. So there are inevitable omissions in allstages of the lightning protection works. Therefore, the development of lightningcomprehensive information processing system has become a demand to improve theability of lightning disaster prevention and mitigation, to protect the safety of people’slives and property, to ensure the development of the economy and society, and to build aharmonious society.In this thesis, an integrated management information system is designed andimplemented for lightning-protection information about the various lightning protectionbuildings, communication systems, and the combustible and explosive place which maycause severe security accidents by lightning disasters. The system is based on ASP.NETWeb application model, with the C#programming language as the front-enddevelopment language, and the SQL Server2008as the data platform. By using Webtechnology, the system makes information on line query possible. Also, the system hasthe ablility of automatical annual security quality supervision in routine work, managingthe information of new, renovation, expansion buildings, implementing the routinelightning protection work process and statistics for a variety needs, and creating printforms for reporting statistics dynamically. Thus, the system achieves all aspects of thelightning work management.The system consists of six functional modules: project check and acceptance,security detection and management, lightning risk assessment, lightning disasterinvestigation files, personal system settings and online application for new buildings.These functions are divided into40small items. The main advantages of the system are: easy to use, the clarity of levels, the ablility of quick retrieval, the entirement rate ofretrieval and the accuracy rate of retrieval, quick and automatic statistics function,timely and accurate information supply, flexible reports, and strict authority division.The system can meet the various needs of lightning disaster reduction work. It canprovide not only the overall classification but also one unit or one building, e.g. thesituation of the inspected units as well as different types of lightning protectionbuildings of all units. The system can greatly improve the efficiency of routine work aswell as to reduce the heavy workloads of the administrators.At present, Guilin integrated lightning-protection information processing systemhas been used in practice. It substantially increases the technology content, andenhances the service capabilities of the lightning protection and mitigation. It alsopromotes the scientific and sustainable development of the Guilin and its12counties’lightning works, and provides a strong guarantee for the harmony, stable developmentof the economy and society.
