With the development of Shandong Lightning Protection Technological Center, the comprehensive information management has become an important work. Currently, comprehensive information management of the center has been using extensive management, mainly relies on manual records of staff. To overcome the problems of "volatizing, updating slow, accessing difficult, using chaotic and so on" existing in the manual records of comprehensive information management, this thesis has designed and realized the comprehensive information management system of Shandong Lightning Protection Technological Center with the target of paperless and information-based mine operations management and routine office.1) This system is designed with Microsoft's latest technology architecture.Net which represents the trends of future technology.The system based on open technical standards takes full advantage of the net by congregating the advanced cooperative office, service-oriented SOA architecture, XML concepts and technologies. It can meet the distributed application, achieve the maximum of internal information and data sharing, and realize the data exchange between OA office information management platform through permissions and security settings.2) This system uses the B/S mode and industry-recognized Internet standards and support Web Service standards. Then the client can simply achieve access to the user interface by installing the browser IE6.0. Because the system's maintenance and upgrade only need to update the server-side software, it will reduce overall cost of system operation efficiently, and make the system expansion of unknown users possible.3) The system has unified platform management, modularized structure designment, interconnected data exchange, expansive data and functional interfaces of each module, and other technical features.4) The system includes five function modules:unit information management, testing and acceptance management, financial management, project management. With the test, it has proved this system can solve the original vulgar management malpractice thoroughly and meet the needs of the business completely.5) This system has strong background management functions. It can separate three rights including system management, personnel management and system use to guarantee system's data security effectively. It can also modify modules and system privileges according to the work requirement.The implementation and application of the comprehensive management system can find further problems in lightning service and improve it, through the standard procedures and strict approvals. Meanwhile, it can achieve data's unitive management, make query convenient, enhance the readability and continuity of lightning service information and historical data, and improve the availability of various data.
