According to the three-net-a-library overall planning requirements ofinformatization construction for the Ministry of Transportation, in order to promotethe informatization construction of transportation and logistics enterprises inprefecture-level city, realize the comprehensive, coordinating and sustainabledevelopment of transportation, reinforce the informatizing-scientific-modernmanagement of transportation, and provide the community with quality service to thegreatest extent, the present situations and main problems of domestic and foreigntransportation management information systems(TMISs) in prefecture-level citieswere analyzed, based on absorbing the successful experiences of establishment andoperation of domestic and foreign TMISs, and the present situations of TMISs, a newTMIS of prefecture-level city was developed by using modern information processingtechnology. In the system, the information processing platform was set up, thenetwork structure, software framework structure and information resource databasewere designed, the work flow was determined, the operation safety was ensured fromdifferent levels and angles, and the human interaction was enhanced by using thepractical design technology. The application result shows that the application of thesystem comprehensively reforms and enhances the management level oftransportation in prefecture-level city, adjusts the transportation industry structure,develops the transportation potential, diversifies in the contents and ways of datasources, realizes the organic connection and fully data sharing of transportationmanagement information system and freight management information system, andimproves the processing and mining ability of data. In the system, the standardizationof business management is realized by using the work flow and the constraintmechanism. The system has good social and economic benefits, reflects the newstandard requirements of current traffic industry, and has good performance-priceratio and flexible configuration. Its deployment and operation are simple. Itsexpansibility, safety and reliability are high. It is suitable for the transportationmanagement needs of small-medium-sized cities.
