With the aim to realize publicity of government information and in accordance with Regulations on Government Information Publicity of the People’s Republic of China and Measures on Government Information Publicity of Shandong Provincial Government, this paper, on the basis of Shandong’s actual situation and referring to the official website of Shandong Government, makes scientific categorization of the content of government information publicity, and develops study upon the requirement for the establishment of provincial government information publicity administration platform, It in the beginning proposes systematic plan, then releases the service-oriented system structure design, application supporting platform design and system security design, and finally presents the system’s implementation.Government information publicity administration platform is based on.NET framework platform, using advanced technology and in the purpose of quick establishment of service-oriented electronic government information publicity system. The product provides various functions required for the publicity process as the administration of content, information, template, maintenance system and application based publicity. Also it supports vertical and horizontal structural system, realizes information exchange and sending between inner and outer net, different areas and various departments, with assurance provided from perfect maintenance authority administration that ensures large-scale, sound and safe system.
