Research On Disclosure Of Government Archives Information

Today’s world, disclosure of government information has become an important element of democracy and rule of law in the age of information along with the world tendency for establishment of the legal system regarding freedom of information. The government is the largest owner of information, so disclosure of government information has become an inevitable trend. As an important part of government information, work of development and utilization of archives is relevant to governmental affairs publicity. There are many problems in these two works though they have got a few progresses. In our country, there is some diversity between the system of these two because of the big difference in legislation time and value idea. How to harmonize the difference between the two systems? How to provide a bridge for "administration opening and archives opening"? How do archives administration branches answer the challenge hat brought by government affairs publicity? And what effect may exist in development of archives administration branches in future? These are all the problems that archives workers should think about deeply. Governmental affairs publicity is a new task to region of laws. The concept, theory and system which are relevant to the theme should be studied carefully. It is not only having significant theory value but also have important practice significant to push forward the research on governmental affairs publicity and work of development and utilization of archives information.The existing research results and data will be used for reference. On the basis of the analyses of concrete case and data of the disclosure of government information, the essay emphasizes the systematic theory and practice of the disclosure of government information. The whole essay has6sections.Section One is introduction including the research on background, purpose and means, and discusses the definition of governments’ information disclosure.Section Two is the theory part, in which the theoretic support of governments’information disclosure is set forth.Section Three explores the current practice of governments’ information disclosure of Shanghai Archives and figures out the achievements and problems. This part also deeply analyses the first law case of the government information disclosure. It then analyses the problems and its reasons, tried to give some suggestions about how to improve the system.Section Four introduces some overseas governments’information disclosure system and summarizes what governments at different levels may learn from.Section Five is the answers to the challenge. This part is on the means and path of governments’information disclosure from the perspectives of interdisciplinary theories of archives, law, management science and etc. It then analysis the cause of the problems and make some proposal. It is necessary to improve legal system of governments’ information disclosure; making management and supervision mechanism perfect; developing the resources of archives information from network; improving the service concept and levels of archivist.Section Six is conclusion.
