The TD-SCDMA Mobile Communication System, which has been in commercial stagesince2008, is the first Chinese self-owned intellectual property rights in InternationalTelecom Standard. The system adopted three multi-access technologies, FDMA, TDMA andCDMA. So the radio resource in TD-SCDMA can be described in three aspects, frequency,timeslot and orthogonal code. In the RRM algorithm of TD-SCDMA, dynamic channelallocation algorithm plays the role of assigning the radio resource, determining the quality ofwireless link and load of system. Therefore, DCA algorithm is the core of RRM algorithm. Anexcellent Radio Resource Management algorithm can utilize radio resource’s efficiency, andis a very important guarantee of system’s performance and capacity.Based on basic knowledge of TD-SCDMA system and basic concepts of RRM, thisdissertation analyzes the DCA algorithm, and designs the procedure of DCA in TD-SCDMA.Furthermore, this dissertation proposes a improved strategy of channel priority queuingalgorithm in DCA. The proposed strategy focuses on the principle of channels interferencebetween cells. Both the load information of self-cell and the other cells in system areconsidered for channel priority queuing. As results, the difference between cells’ load isbalanced, and the interference in system is minimized. The result of channel queuing achievesthe utilization of entire system’s performance. Finally, a simulation platform is constructed.The performance of proposed algorithm is validated by a systematic simulation method. Byanalyzing the report of simulation, the proposed algorithm in this dissertation has a betterperformance than the former algorithm, and the performance of system is improved.
