In the market economy, our domestic radio&Television has changedfundamentally, which makes traditional media regulation hardly adapt. As one of themost developed countries in the world, the United States has much experience in radio&television regulation which could be references for our work and study.In this article, we collect a lot of information on U.S. radio&television regulatorymeasures, especially the legal aspects of literature, in the method of Journalism, andanalyze focus on the perspective of economics and law: First, we analyze the necessityof regulatory measures in the following aspects: the scarcity of resources; exclusive andnon-compatibility; public interest theory; universal permeability theory and theinfluence of radio and television community. Second, list the U.S. radio and televisionregulatory measures systematically, including the two following aspects: First of all, theestablishment of independent regulatory agencies FCC, in the way of the developmentregulatory standards and rules for regulation, as well as issued licenses to regulate radioand television; he development of a clear administrative rules and regulations, whichprovides the legal basis for the common American radio and television regulation. wealso analyses some typical cases specifically.In the end, we support some suggestions for China’s radio&television regulationbased on the research of regulatory measures of American radio&television: In orderto make radio and television regulation more professionalism, more independence andmore flexibility,we can establish independent regulatory agencies; draw up clearcontrol regulations for radio&television regulatory system security and strengthenmedia self-regulation...
