Research On The New Rural Cooperative Medical In Perspective Of New Public Service

In May2008,Benxi municipal government granted Liaoning Province Benxi County Q town new rural cooperative pilot,so far has been nearly four years.Though it has yielded some success, it also has big improvement. The government has a dominant position in the implementation process of the new rural cooperative play an important role, but in the actual operation of the process has many disadvantages, macrophages are yet to find the reason and thus to improve and strengthen.The first part of this article is an introduction. Briefly introduces the theory and practical significance of the new rural cooperative medical research at home and abroad, the research status at home and abroad, thesis research ideas and methods as well as innovation and shortcomings; explain the second part of social security, the new rural cooperative connotation of the medical and other basic concepts and new public service and the theoretical framework applied in this article; the third section discusses the status of implementation of the new rural cooperative in the Q town, and then explore the specific performance of the Government’s lack of responsibility; fourth part of the use of new Public Service theory of Government in the new rural cooperative responsibility for missing the main reasons:lack of government services functions, the system, imperfect administration philosophy behind a sense of citizenship; part V according to the reason for the Government’s sense of service, system construction and the concept of governance put forward specific proposals to strengthen the government’s responsibility to build.The article uses documentary research, survey analysis, empirical analysis and synthesis analysis. Writing of the paper on the NCMS to carry out and further accelerate the reform of the government, the construction of public service-oriented government with a certain reference.
