Research On The Development Of Private Hospital Under The Background Of New Medical Reform In China

From last century, with social economies continue development, people’s incomelevel increase ceaselessly, and the requirement of the medical health service is gettinghigher. The traditional medical service supply system can not satisfy people’s growingdesire on medical service and increasingly diversified medical needs. The meantime,government investment is limiting the shortage of our medical and health resources,and the lack of overall health plan aggravated the unbalance of health resourcedistribution. The “difficulty” and “expensive” has become the main problems of chinamedical and health system. Under this situation, a new round of the medical andhealth system stated “speed up to build a new medical service model of health frommany aspects”, and encourage the private capital investment in medical serviceindustry to be able to alleviate the shortage of medical status.The new medical reform policy implement in three years, although more privatehospitals joined in medical services market and has made certain achievements, butstill have many problems. Not only the realization of the new medical reform policyenvisioned in the situation of “become the beneficial supplements of public hospital”,and even affects the survival and development of private hospital. The solutions ofthese problems related to the future development of the private hospital, especialrelated to our country medical services systems’ construction and development, andmatter to people’s vital interests of treatment. The significant problems should besolved urgently in the private hospital is how to find out the right way to developunder new medical reform policy instruction.This paper is focus on these problems, through investigation and literaturereview methods to collect data and research. Start from the health services productattribute, and firstly proof the pluralistic of medical necessity. Also point out theprivate hospitals in diverse medical service pattern in the existence value and the roleof government. From four respects to show the private hospitals developmentfeasibility and inevitability, these four areas are system foundation, social demand,hospital characteristics and international experience. After analysis the problemsoccurred during private hospital operating development, from policy, public hospitals,private hospitals, social trust to investigate the cause of the problems. In the end ofthis paper, from the police and private hospital level to find out solutions, and pointed out the reasonable way of private hospital under new medical reform.
