Although performance management is one of the most important concepts in the modern hospital management, most public basic medical and health institutions in China have been still in the early stage of practice and exploration of performance management theory, and plenty of township hospitals have run by established policies and measures, hospital industry standards, internal regulations or even experiences, while without clear performance management goals and scientific system.Balanced Scorecard (BSC) is a new evaluation method in the field of performance management, a practical performance appraisal tool, and the foundation of strategic management. Based on the BSC, the performance-oriented management of township hospitals can enhance the performance management of township hospital, take an overall improvement to its performance management system, help to improve the core competitiveness, and fulfill the functions of public health better, and then achieve sustainable development.This article is based on local primary public health agency, and integrates theories of public organization, modern business and health management and so on with performance management status quo in Liuyang Jili township hospital to do a fully comprehensive survey and empirical research. With the using of literature summarized, a field research and depth interview, this paper gives satisfaction indexes no-class quantitative performance values of the whole and four parts in the BSC, so that a performance management index system can be established and give a further discussion. The author considers that there are few problems in the case, such as the lack of health service delivery capacity, weak market awareness, imperfect incentive mechanism system and too many "rule of man" factors, and solutions is given as following four aspects:improving the performance management system, fulfilling the social responsibilities, shaping the township hospitals culture and building an incentive organization and so on. |
