Research On Evaluation Index System Of Measurement Of The Public Welfare Of Public Hospital

Public hospitals are widely used to protect and promote the health of the citizens. Reform and returning to public welfare of public hospital is an important topic on worldwide health research. At present, our country is in the transitional period of the socialist market economy. With the establishment and development of socialist market economy, our country’s medical industry also grows ceaselessly. The masses of medical service from people are increasingly growing. Three grade hospitals, as one of the important undertakers of the city public health, provide some medical services which can not be replaced by other hospitals. But because our country is in the process of transition of socialist market economy, all kinds of system and mechanism are not perfect. And medical service markets and the medical insurance markets loss some functions, which leads to decrease public welfares and social functions of three grade hospitals. Guiding ideology of the new medical reform program stressed the need of the public nature of medical and health services in public hospitals, which requires public hospital must follow the nature of public welfare and social benefit principle, all of above these indicate that public hospital should put the public welfare in the first place. However, now, because the study on the commonweal of public hospital from administrators of our hospital and scholars of is shallow, the hospital is not very clear what belongs to the public service category and how to enhance the hospital public welfare. Then, how should we evaluate on hospital welfare?This study tries to solve the above problems. And we studied measurement and evaluation system of public welfare nature of public hospitals. Public welfare level of public hospital in Jiangsu province was analysed by using public product theory, stakeholder theory and the theory of performance evaluation. And measurement and evaluation system of public welfare was also constructed. We analysed the possible influence factors of evaluating the commonweal of public hospital, and the index system was validated by empirical research in order to provide references for reforming public hospital and making macroscopical health policy.On the basis of literature review, Delphi consultation method and coefficient of variation method, we attempt to compose built evaluation quota system preliminary. Eventually, evaluation and measurement index system of public welfare nature for public hospitals was formed, which contained8first grade indexes covering medical service quantity, the quality of medical service, medical service efficiency, the cost per visit, social satisfaction, medical technology level and20two indexes including the emergency door referral volume, number of years of discharge, recovery rate, the same patient once again visit rate of outpatient satisfaction of discharged patients and so on. At last, we attempt to evaluate the public welfare of two different three grade class public hospitals in Jiangsu by TOPSIS method. As for Jiangsu province, the results of this research will provide another perspective for commonweal of public hospital evaluation.And it also provides a level of theory and operation reference for the government and the health administrative departments.
