For a long time,the compensation channels of public hospitals in our country mainly include three aspects: government investment,medical business income and drug income.For a long time,the spread of drugs to obtain the difference in profit is the main income channels of public hospitals in China,for public hospitals more "stable" economic compensation path,but increased the government,society and personal medical pressure,become prominent society problem.2012,the State Council issued a document,a clear directive to prohibit the sale of drugs in public hospitals and additional acts,since the original medical institutions compensation system no longer exists,the hospital lost the main source of income compensation for drugs,Partial loss.As we all know,the main task of public hospitals is to provide basic medical care to all citizens,in maintaining the health level cannot be ignored the importance of public property attributes.But the new compensation mechanism gradually formed,in this context,the public hospital behavior increasingly deviated from the nature of public welfare,not with a series of reform policies to improve the implementation.Financial compensation system is not perfect,is considered a weak sense of public hospital awareness,public welfare weakened the main reason.For a long time,public hospital financial compensation did not form a scientific and standardized compensation system,lack of scientific basis for financial investment.The use of monopoly status of public hospitals,medical information asymmetry and induced demand lead to a series of social problems.Public hospitals to maximize the pursuit of economic interests exacerbated the "difficult to see a doctor,expensive" problem,return to public welfare properties,is regarded as the ultimate goal of public hospital reform.This paper studies the financial compensation system of public hospitals in China from the view of public welfare,and constructs a public hospital public welfare evaluation index system by AHP(Analytic Hierarchy Process),and analyzes the influence of financial compensation on the public welfare of public hospitals by means of multiple linear regression model The And provide feasible policy suggestions for perfecting the financial compensation system of public hospitals in our country.First of all,in-depth study of domestic and foreign literature,discusses the theoretical basis of public welfare.Secondly,it analyzes the financial compensation system of public hospitals,the lack of financial investment from public hospitals,the irrational structure of financial subsidy,the unclear compensation standard and the lack of financial supervision,which reveals the shortcomings of the current public hospital financial compensation system.This paper constructs a public hospital public welfare evaluation index system from three levels of medical service supply level,medical service supply efficiency and medical service burden level,so as to provide lessons for the construction of scientific and unified evaluation index system.Combined with quantitative analysis,the paper studies the impact of financial compensation on the public hospital public welfare factors.Finally,the author explains the compensation model of Canada,the United States,Singapore and Germany,and obtains the enlightenment from the experience of various countries to improve the government compensation model of public hospitals in our country.To strengthen the fiscal input;to establish a scientific financial compensation standards;to strengthen the use of subsidy funds supervision;reform of the medical service payment system the way four aspects of the medical service system to improve the financial compensation system;make a suggestion.
