Application of recycled aggregate concrete can solve not only the shortage of natural resources, but also waste occupies problem. It is significant and has a very far-reaching impact on the sustainable development of cities. From a long-term perspective, the use of recycled concrete will generate great environmental benefits, which should not be ignored. When evaluating the economy of recycled concrete, production costs just cannot be measured, and its environmental benefits should be taken into account. Many domestic and foreign researches on the evaluation of the environmental benefits of recycled concrete applications are more concentrated on the qualitative analysis, only a small number of quantitative evaluations. However, the results of these quantitative evaluations are environmental impact loads, which is difficult to understand and judge. Therefore, it is very necessary to establish an assessment model. The results by the model tend to the monetization of recycled concrete environmental impact.Firstly, introduce two environmental impact evaluation models in this study, which are the SPA model and the simple-LCA matrix model. Then make comparative analysis of the advantages and disadvantages of the two models. Combined with the basic idea of the model LCEC, difficult uncertainty in evaluation criteria, the comprehensiveness of evaluation process, and the readability of evaluation results are discussed in detail in order to illustrate the necessity of building model LCEC.Followed by the combination of the two theoretical methods, which are LCA and LCEC, build the LCEC assessment model. The model will have a wider applicability. The process of establishment mainly includes the lists of preparatory work, the inventory analysis of the evaluation system, the classification of environmental impact types, the characterization of the environmental impacts and the quantitative evaluation of life-cycle environmental costs.The evaluation results of traditional LCA evaluation method usually show the environmental loads. It is difficult to understand. The environmental cost and LCA theories are integrated in the study, so that unit cost of each type of environmental load can be quantified. Through the process, we can calculate the life-cycle environmental costs in total. The results are easy to understand and judge. What’s more, it can fully reflect the external costs of the corporation and provide a reliable basis for corporate decision-making.Finally, make an environment assessment of recycled concrete using the new model LCEC. Judging from the results of the evaluation, the environmental cost of recycled concrete is low. In spite of it, recycled concrete cannot be widely used. So analyze the impediments during the application from the technical, economic and management aspects, and then propose rationalization solutions.
