With the population growth and socio-economic development, the water resource demandof human society is growing, and thewater resourcesof susceptible development and utilization is reducing. So in the recent yearsthe large area and prolonged periods of droughtphenomenon, how to rationalizeand use limited water resources becomes a hot topic. Drought in Xinjiang is the most common andthe widest impact hazard.According to incomplete statistics,in2008the area of crops affected by drought reaches12.2million mu (including dryland), in which the disaster area is6.4million mu andreceiving area is1.32million mu. The drought has become one of the key hazards restricting Xinjiang’s economic and social sustainable development. Therefore, this is a top priority to the typical watershed water resourcesallocation in the dry year.The effect is good of the WRMM model applied to the allocation of water resources in arid regions, but due to the uncertainty of the relationship between water allocation policy and the penalty, which serious impediment to application in further promote of the model.In the light of the problem that the relationship between the penalty of WRMM model and water resources policy is not clear, in this paper, by analyses and studied on the penalty of WRMM model system, clarified that the principle of minimum cost for the whole flow net, and the law of relationship between water allocation and the penalty under the conditions of a single inflow. Simultaneously, a case study in the Manasi River Basin as an example, carried out different operating policy of water resources allocation on varying degrees of dry years (once in twenty years, once in hundred years, extreme dry years). The result showed that the law has important reference value for determine the parameters when the future application WRMM model, it is reasonable and effective to develop water resources allocation in the dry years with the WRMM model, and under the condition of given supply water priority order to achieve water resources allocation in the dry years, Moreover, the parameter set law in the model made the model easy to operate. And the study made WRMM model facilitate further promotion, and offered great reference value to the water resource management and allocation in the dry year in the other areas of Xinjiang.
