It will directly affect people’s livesand property security, affect the healthy development of the national reconstruction,affect the stability of the society and the reform and open policy the overall situationthat no safety consciousness or safety accidents happened in construction production.In the quest for economic and social development in the process, it is very necessaryto improve the construction safety management level and enhance the constructionengineering safety production supervision.Firstly, based on the characteristics of construction and development process ineach stage for our country, the historical evolution of production safety is analyzed.The safety situation in China is elaborated from security organization management,safety production responsibility system, safety inspection system, safety emergencysystem, safety supervision function, safety supervision role and safe civilizedconstruction technology. According to safety production status in our country, themain problems of production safety analyzed systematically from the four aspects ofthe laws and regulations, management, technology and the meaning. Based on statusquo of safety production management in the USA and UK, the shortcomings of thedomestic security construction management are contrasted and analyzed from theAngles of law, management and technical.Secondly, the guiding opinion is put forward for the general provisions of thestandardization of safety environment construction on site, the location requirements,the layout and management, safety electricity, fire management location in Shandongprovince to further improve the construction work environment and the staff’sproduction, living conditions, and realize the construction safety standardizationmanagement goals. The safety production cost plan, use scope, use take andmeasurement procedures and supervision and management, etc are explicated.Finally,, according to characteristics of the highway engineering in Shandongprovince, the possible existence of major hazard is identified focusing on thesubgrade engineering, road engineering, bridge engineering, tunnel project and rebuilding project. Then safety management points of the highway construction onsite are expounded.
