Telecom Global Eye Project Investment Efficiency Evaluation Methods, Models And Case Studies

Confronted with an increasingly competitive market, telecommunication operators in China all turn to "transformation" as the focus of their current operation with the purpose to curb the overall profit decline. Therefore, profit assessment of transformational investment projects comes up as a crucial issue for the telecommunication operators.Based on the advantages of long—term working experiences in telecommunication, and the practical survey and study, this paper takes into account the industry characteristics of telecommunication projects and probes into the characteristics of Global Eye, a typical telecommunication service. The concept of "Relative standard" raised in the paper effectively solves the contradictions existing between the various business models of the Global Eye and the standard assessment methods. Therefore, a new investment assessment system (EXCEL) is constructed, which is a comparatively complete investment assessment system surpassing the ordinary investment assessment methods. EXCEL is cured in the models and analysis tools are formed for operation. Lastly, both the system and model are tested and proved with practical cases.This research is supposed to provide a reference method for Global Eye as well as all the investment profit assessments in the field of telecommunication transformational services, therefore it bears out certain practical application values.
