The Analyze On The Evaluation Of Telecommunication Construction Project In Chinese Rural District

The paper analyze the effects and difficulties of rural telecommunication construction in outlying district based on the rural telecommunication construction projects in Xinjiang Autonomous Region of China from 2005 to 2007. The analysis is conducted by elaborate the specialty of the rural telecommunication construction projects from the aspects of project scope, project scheduling, project cost, etc. It also evaluates the rural telecommunication construction project in its goal, process, benefit, effect and continuity by using evaluating methodology such as success degree method and logistic framework method. Besides, the paper provide some advices on how to take social benefits, economic benefits and demands in outlying district into consideration which will be helpful in the implementation of the rural telecommunication construction projects in outlying rural district.
