Command Control Communication and Intelligence (C3I) system of fleet is a large complicated man-machine system, or a Discrete Event System. Due to the complexity of navy fleet C3I system, it is difficult to establish a rational system and a unified model which is similar to the common linear system theory. Since Petri net is inosculated with C3I system in many aspects, it becames a modeling effective tool to the C3I systems.The Colored Petri net, called CPN, is a high-level Petri net, which is developed from the ordinary one. It increases the kinds of token, and puts color sets within it. CPN uses standard Machine Language as its descriptive language, It can be used to model, design, describe, simulate and verity this kind of complex Discrete Event System.In this paper, a model of the naval fleet co-operation decision-making systems is established with colored Petri nets. The model is simulated, also the time delay of the C3I systems is analyzed using the CPN Tools. So we can put forward a conclusion that the complexity Discrete Event System of navy fleet may be modelled with CPN, and the model is simple and clear. If we predefine some rules(such as priority), the decision-making performance of systems will be transferred, the ratio of effect and toll will be optimized too.
