China is significant in agricultural, there is over1000scientific research institutions specialized inthe agricultural science, mainly divided into four types:national agricultural research institutions, agriculture colleges and universities, provincial agricultural research institutions and regionalagricultural research institutions, among them national agriculture institutions, and agriculture collegesand universities, and provincial agricultural research institutions arethe main strength of innovation inagriculture science in China.Scientific evaluation is the institutional guarantee of scientific research institutions competition andsustainable development. It has great and profound significance to establishe all kinds of agriculturalscientific research production evaluation systemswith combiningthe qualitative and quantitativemethods forbuildingmanagement system to adapt the development needs of modern agriculturalscientificinstitutions. At present, scientific research evaluation of agricultural research institutions is stillvery weak, especially for the scientific influence evaluation based on the papers of agriculturalinstitutions research.Generally speaking, the scientific research assessment is mainly basedon the scientific researchoutput. Evaluation of the influence of scientific papers is the important composition of scientificevaluation. This papers designed and selected16evaluation indexs relating scientific papersoutput andquality,chose25main agricultural research institutionsat home and abroad, respectively downloadinternational papers and domestic papers statistics datafrom the SCI/SSCI, ESI and CSI database, usingbibliometrics and mathematical statistics and so on to establish theevaluation index systemforagricultural research institutions, and carrying out thepracticeresearch for the main agricultural researchinstitutions in China. This paper altogether five chapters, mainly divides into three parts. The first part is the introduction (chapter1) andresearch review (chapter2),the firstcharpter brieflyexpounds the present scientific output in agricultural and the aim and practical significance of thispaper; It also primarily introduced the contents and methods. This paper use bibliometrics andmathematical statistics method to study the papers influence of agricultural scientific researchinstitutionsat home and abroad, clarifiedthe status of Chinese agriculture institutions, so as to providethe relevant management department policy method and data support; The second chapter introduces thedevelopment history of scientific research evaluation at home and abroad and the progress ofinfluenceevaluation based on scientific research papers, which provide the theoretical basis forthis paper; The second part includes the data acquisition (chapter3) and the empirical analysis (chapter4). Inchapter3,itfirst select the target research institutions and the evaluation data source. Index selection isthe basis of constructing evaluation model, in accordance with the purpose of this study and datacollection maneuverability, this paper design the paper's influential evaluation index. Then using retrievalmodel to get the international and domestic institutions' papers data acquisitionrespectively. The forthchapteruse the principal component analysis method to construct the international paper and domestic paper evaluation index system and modelrespectively, then evaluate the papers influence ofagriculturalresearch institutions at home and abroad, it also rank the paper's influence scores. The third part is the summary and discuss (chapter5), which analysis the research resultsofChinese agricultural research institutions. This paper, at last, puts forward some promotion andsuggestions for agricultural research institutions in our country and the problems found in this study.
