E-government is paid more attention all over the world universally. Network infrastructure and basic system functions are improved continually, impelling global E-government enters into a relatively mature stage.Internet public opinion likes a "barometer," which reflects people's thoughts, attitudes and the change of the emotion. As Jiang Zemin said,"The right public opinion direction is the blessing of the Party and the people. And the incorrect public opinion direction is the evil of the Party and the people. Thus it can be see, right Internet public opinion can agglomerate people, and promote social stability. But the incorrect Internet public opinion leads to the public opinion astray, and disrupt social stability.
