With the rapid development of radio technology,radio has been widely used in all fields of the society,But what comes along with is more limited radio frequency resources, more complicated electro-magnetic environments,and more radio interference cases. How to effectively manage and ensure the healthy and orderly development of the radio is a primary issues placed in front of the management.Combining with radio management foundation and technical implementation plan of our province, this paper proposes and implements radio monitoring information collection scheduling systems,which can effectively solves development system unified dispatching of different manufacturers, realize monitoring information sharing, enhance radio monitoring information command scheduling level, fully play the role of radio management for Uighur stability in our province.The collection and dispatching of radio monitoring system is based on C/S mode which uses C++ language,TCP/IP technology,server clustering technology, Screen grid technology,Zlib image compressing technology,DirectX playing technology. It can solve the following problems:Highly effective collection, compressing, encoding and transmission of VGA signals;decoding and output display of Multi-channel VGA signals;centralized management and dispatching of Large capacity VGA signals acquisition source;Secure the data in storage, Transmission and use.The system realizes the three part functions:(1) Server clustering technology is used by Server-side, multi-channel VGA and audio signals can be repeated ,users can deploy the main cluster and sub-cluster servers according to needs.(2)The capturing terminal can effectively sample VGA and audio signals from the monitoring hosts. It support compressing,encoding,transmission of the index of the screen changes which greatly reduces the amount of the data uploaded in the network. Transmission rate is self-adaptive on the network,and it ensures smoothing screen of the dispatching terminal.(3) The dispatching side can be combined with the large-screen electronic systems which has been built .the VGA signal decoded and restored can be displayed on the large-screen. According to the authority level the provincial side users can control the display of VGA signals of any channel of municipal side, get multi-channel monitoring screen displayed on the large-screen in real time; turn on the sound of any monitoring screen and a cross-regional monitoring on network can be fulfilled through analyzing and comparing.Currently, the system has been applied in radio monitoring, and it works stably. Based on the trial-run performance on accordance with the designing requirements of function and performance indicators, the system has been applied on functioning test and expert acceptance function and performance indicators fully meets the designing requirements.The application of system has maximized the use value of existing monitoring equipments,enlarged the extent of radio guarantee work, improved the radio monitoring work, been providing accurate and intuitive accordance for the leader who makes decisions.
