Identifying and extracting of the software requirement issues become very important when the scale and complexity software systems reach a certain size. Information systems such as Earthquakes Systems, Fire Systems, Communications Department Systems, and Health Systems contribute much to dealing emergency events for officials and functional organizations positively and effectively but cause problems of repeating construction. This paper investigates and extracts the existing systems and does lots of researches on the ontology-based software product line methodology, the main works are:1. We propose ontology-based software products line methodology which is classified into three steps: ontology-based domain analysis, ontology-based domain design and ontology-based domain realization.2. We design Emergency Domain Product Line. Emergency Domain Model is a set of Data Pattern Feature Model and Business Pattern. Emergency Domain Design accomplishes core business identification and extraction; Emergency Domain Realization design a box of assets including LogAst, ExceptionAst, ConfigAst, DataExchange, DataMag, ContentMag, EWorkFlowAst.3. This paper constructs Emergency Information Platform as an application. It validates the ontology-based software product line methods and is applied to Earthquake Systems. We propose Earthquake Domain Model, design network monitoring, earthquake emergency command and data management work flow. Then we partly accomplished assert realization including earthquake basic network monitoring working status analysis asset, modification of basic information management asset and report of networks management assets, earthquake data motoring data processing flows.It is a difficult task to design a field-driven system or platform which can change with the users' needs in different operating systems, alter business rules easily when exposed to the error evolution. Anyone involved in software system development, deployment or maintenance are all facing big challenges. This paper we research on ontology-based product line method, design emergency event ontology and emergency process model; we propose Emergency Domain Analysis Model and construct Emergency Information Platform which is a platform offering services, realize reuse in earthquake systems.
