With the rapid development of information networks, more and more enterprises go to the information network age irresistibly. In order to improve efficiency, and to achieve production automation or management modernization, e-government, e-commerce, enterprise information construction has been the inevitable trend that take replace of the traditional model, and has achieved remarkable results.At present, with the expansion of the field of information technology, and improvement of software scope and complexity,the software crisis has becoming prominent increasingly. Improving software productivity and software quality has become the software industry's top priority. The production of software has been steadily improved since 1970, but the production still can not make up to requirements between people needs and the current situation. Nowadays, because of the rising of the cost of the software in the computer system and software flaws,any way which can improve the quality of software and production rate can pull the software industry out of the long-term crisis. The reuse of software was considered to be one of the ways to provide the improvement. As the way to improve the software productivity and software quality, software reuse has become a research focus in software engineering.The proposed software component makes the software "parts " of the reuse and multi-application with the actual possibility of investment in batches, and gradually become a hot research software reuse, software reuse is one of the key technologies. Software component is to form a functional system and the independence of the finished product, the product of the binary unit of deployment. Software components in large part to the large size of the multiplexing, is conducive to reducing software development time and improve software quality, reduce development costs, while improving software maintainability and scalability. As time goes by, people gradually realized that the software components for software reuse is a feasible way to industrialization. But what kind of approach used to obtain components that can be used and how rational use of these components is a question worth considering. In this article, describes the field of nuclear emergency data management business component how to extract the relevant issues.This paper introduces the topic of the research background, the research component technology at home and abroad and the main work status. Then on software reuse, domain engineering and component technologies are briefly introduced, and on this basis and using FODA in the form of UML modeling of nuclear emergency management were areas of data modeling and data management to achieve the field of nuclear emergency Domain component, the establishment of the corresponding domain component library. Finally, in the nuclear emergency component library based on the actual business logic in the combination under the premise of complete component-based "research reactor emergency database system " development.
