The Informatization Strategic Planning And Information System Design Of Shandong Disabled Person Federal

Due to the business development, Shandong Disabled Person's Federal(SDPF) need to solve the problems in the informatization construction. The Management information system planning and development is the key factor. First, the strategic objectives is not so clear that SDPF can not formulate its corresponding informatization strategy. Second, other problems still exist,such as the low level of technical personnel and automation which are inefficent in management. Finally, there are some problems such as the redundant business association unit and relations.Then the informatization system requirement is difficult to detemine. So the exploitation of informatization system is a great difficulty.In order to solve above problems, first of all, We analysis the development environment and inner factors of SDPF, under the background of development of the whole Nation's disabled enterprise, to find out the opportunities and threatens and recorganize the advantages and disadvantages, pinpoint the position of Shandong disabled enterprise,thus to constitute the practical missions and objectives for the whole organize.based on this, make more further analysis and locate on informatization strategic objectives and missions to formulate the informatization planning scheme and the task schedule. According to this,by analysis the jobs,the business procedures and the core processes,next can we get a clear requirements for the information system construction. Finally, through the clear requirements, we make a function design on the information system of the Shandong disabled alliance, and evaluate the design scheme.The innovation of this paper lies in three points as the follow:First,based on comparativing and analysis of the true and accurate data, we revealed the trends in the development on disabled enterprise of the China and the relevance between it and regional economic development,so can we provid an objective basis for SDPF to make out development strategy and information strategy,Secondly, We proposed a systematic and overall solutions about the information of the provincial federations in this paper, covering the basic platform building, the network setting, the software designing,the database featuring and other aspects of the information. The solutions can Achieving the provincial CDPF organizations for reference.Finally, This paper clearly defines the CDPF-depth information process and provids the CDPF industry process model.
