Therefore there're must a lots of social assistance problems and shortages during the re-construction engineering which must influence construction of new socialist countryside and the post-disaster reconstruction process. So, it's meaningful for finding the problems during the re-construction engineering and solving it according the physical truth to make up the shortage and also make the post-disaster reconstruction engineering more smoothly.The article make the rural area of Shifang as the study object and choose civil rights theory, national responsibility theory, Social support theory and risk theory of social assistance as the basic theory and through analysis problems of related rural post-disaster social assistance in home & aboard and china present rural social assistance content, advantage and shortages to description & analysis the current situation, reasons and problems of the afterwards disaster social assistance. Firstly, set forth current situation of afterwards disaster social assistance and getting the reasons of needing social assistance in Shifang rural disaster by questionnaire, interview and consult the statistical yearbook. The advises are perfecting the system of social assistance of afterward disaster, put more fund one special needs and collecting fund by multiple channel, encouraging social organization att ending, setting the coordination mechanism of social assistance and also integrate social resources forming the overall resultant force.
