Based on Balanced Scorecard(BSC) theory, we discussed the performance evaluating and method of the nonprofit urban community health service organization of our country. The purpose of this study is to performance management and sustainable development of the community health service organization of our country.The paper, firstly, reviewed the performance , performance management and performance evaluating theory ,discussed the performance evaluating system of Nonprofit Organizations(NPO) and Balanced Scorecard(BSC) theory,and illustrated the feasibility of applying BSC to the community health service organization. Secondly, combining extant literatures and experts interview,we used BSC the method and subjection measurement to design the performance evaluating system of the nonprofit urban community health service organization. Thirdly, during the process of positive study,we surveyed customers of Hang Zhou and Qu Zhou. We carried out a questionaire investigation and made detailed analysis including a description of the outcome of the questionaire, validity analysis,and reliability analysis. The analysis results proved the authenticity and rationality of the investigation method and the designing of the questionaire. We used single factor variance analysis to find out if different characteristics of sample will have influences on the selection of evaluating indicators. We evaluated the performance of one community health service organization to make our study more practical throuth using Fuzzy-AHP method and the performance evaluating system, giving its application in one urban community health service organization as an example, and finally reaching a summary and studying to look into the distance.
