Research Of China's Primary Health Care Regulation

"Medical treatment is difficult and expensive" is not only the concentrated reflection inside and outside of medical and health service, but also the social problems among the masses and the government highly concerned about. How to solve the "medical treatment is difficult and expensive" speeds up the construction of primary health care system, the Seventeenth Party Congress clearly stated the goal that "all peoples can access to the primary health care services" in 2007,《the views of deepening reform on medical and health system》in 2009, proposed the overall objectives of deepening reform on medical and health system are to establish the primary health care system which can cover urban and rural residents, and to provide people with safe, effective, convenient and affordable medical and health services.This study starts with concepts and theories of primary health care, briefly reviews and analysis the development process of primary health care in China, then Points out some problems of basic medical services, public health services, medical security system and essential drugs system now, so that can provide an entry point for improving primary health care system in China. Meanwhile, comparatives the primary health care system of some foreign countries, Summarizes their experiences and lessons that can make the system in China perfect, gives some suggestions to the Legislation of primary health care in China at last.By comprising of definition'Methods of the basic medical services, and based on others' Research results, then Proposes to determine the services by the package of primary health services, The primary health institutions are the main body to provide basic medical services, the government should play a leading role, to establish the universal health security system coverage of all residents, to improve the existing essential drugs system, the government should provide public health services to all residents for free, the state, society and individuals share the burden of the cost of basic medical services.
