Research On Problems And Countermeasures Of Health Inspection System Of Shandong Province

The late nineties in the twentieth century, with China's health reformation proceeding, health inspection reformation is also being carried on in an orderly manner. It has made a significant progress and the new health inspection system has been basically built up. However, it still exists many problems. This article is aimed to find problems and reasons, then puts forward solutions for speeding up health inspection system construction by analyzing the overall development of health inspection system of Shandong Province.This article described the market-failure theory, the public production theory and the inspiration of new public administration. Meanwhile, it introduced the development of health inspection system of China and an overview of health supervision system and its effect in Shandong Province. Problems of health inspection system of Shandong Province include:the reforms are not complete, the allocation of resources is unreasonable, the running process is not standard and the primary network is not perfect. This article also analyzed the reasons to these problems, namely:the health system reformation is not successful, the health funds is not carried out, the legal system is not strong and some other objective factors.The research also introduced several modes of domestic and foreign health supervision agency and put forward several proposals. We must seize the opportunity for a new round of health reform, form the public administration angle, use the experiences of domestic and foreign governments, continue to deepen the reform of health inspection system, increase the financial investment, standardize operating process, perfect the legal system and establish a regulatory framework of government supervision, industry management and business self-discipline with the participation of the whole society. The last one is to truly found a health inspection system, of which the responsibility is clear, the conduct is standard, the legislation is effective, and the finance assistance is adequate.Methods used in this research mainly include the literature review, the comparative analysis and otherwise. Basic theory in public economics and organization behavioristics were revised, the development of health inspection of Shandong Province over the past decade was reviewed. In the sight of public administration, this article provided some effective methods to reason out the solutions of the health inspection of Shandong Province.
