C3I system is the outcome of the modern war. It is both a large complicated man-machine and Discrete Event System.Petri net is an advanced theory of FMS which is applied for simulating, control-model and analyzing the performance of the system. While, as one of the advanced Petri nets, the CPN, unaffecting the original ones, overcome the two serious disadvantages of the ordinary ones, and combine the data structure with the disassemble hierarchy into an effective tool for the complicated system theory modeling.This paper simply introduces the basic theory and property of the ordinary Petri nets, color Petri nets and C3I system. So does the color Petri nets' simulation tool-CPN tools and some knowledge about aircraft carrier's troop's arrangement, battle order, battle area, battle power and son on. Its emphases is to use colored Petri nets to establish a aircraft carrier's air battle C3I system model, according to the battle arrangement and property of troops order of the double aircraft carriers.Through the CPN tools, the,model is simulated and analysized delayed under priority or random inputs respectively, which leads to some ideal conclusions.
