Forest is an important part of terrestrial ecosystem. It not only supplies plentiful wood and non-wood resources but also has multiple ecological functions. Woodland, supporting soil for plant growth, is a component of forest resources and is also basis of forest ecosystem. Due to developments of society and economy and lack of land resource, woodland protectors face a series of difficulties and challenges. Therefore, study on promoting scientific and sustainable woodland resource protection and use is an urgent assignment for levels of government and forest department.The Yuecheng region of Shaoxin city was selected as a study area. Based on stand as evaluation and study unit, eight feature variables which can well represent forest biomass, biology diversity and forest structure were selected, evaluated using Factor analysis and analytic hierarchy process were used to detemete weights for feature variables and conduct consistency check. Then, ecological function index of each stand and average ecological index of different woodland types, forest types and forest age were evaluated based on factor analysis and analytic hierarchy process. Through analyzing existing forested land resource and development status of society and economy, changes in woodland and woodland requirment were predicted using linear regression and time series forecasting method, and then baseline area of total woodland to be used was also estimated.Forest land structure, forest type structure and forest age structure were quantitatively analyzed and optimized using goal programming method based on total forest land control and forest land ecological function optimizing. The results will be used to guide forest land structure improvement and protection use plan. The main results were as followed:1. Weights of forest volume, forest naturalness, forest community structure, forest species structure, total vegetation cover, closure, average height, litter thickness were 0.2496,0.1714,0.1591,0.1450,0.0861,0.0836,0.0703 and 0.0349 respectively.2. Forest ecological function in Yuecheng region was weak, and forest integration ecological function index was 0.4469. Average ecological indexes of forest land, sparse forest land and shrub land were 0.475,0.3505 and 0.3753 respectively. Average ecological indexes of protection forest, special-use forest, economic forest and timber forest were 0.4738,0.4736,0.3828 and 0.4623 respectively.3. In future 10 years, about 654.33 ha woodland will be used. Forest land will be increased about 149.13 ha and total forest land area will approach to 6845.27 ha. 4. In future 10 years, forest integration ecological index will be over 0.48. Ideal area structures of forest land, sparse forest land and shrub land were adjusted to 6634ha,143.47 ha and 67.8 ha respectively. Ideal area structures of protection forest, special-use forest, economic forest and timber forest were adjusted to 4471.4 ha, 1096.73 ha,666.67 ha and 610.47 ha respectively.
