With the rapid development of social economy, the industrial enterprise surrounding basin increase gradually, formed industrial park mode, beacuse the existence of pollutant leakage dangerous from the industrial enterprise production accident, the risk of sudden water pollution occur continuously increasing. This research in the binxi industrial park of the tributary of songhua river-feiketu river. Considering many mechanical processing enterprise, pharmaceutical enterprise and dyeing enterprise in the industrial park, because these companies involved of emulsion, toluene and nitrobenzene in the production process. Once these substances in factory accident leak, they will produce significant damage the ecological environment of the tributary of songhua river-feiketu river, therefore this paper analyse these pollutants removal characteristics and gives the wastewater treatment plant of emergency control strategy.In the emulsion wastewater, due to its high oil content, high COD and low biochemical characteristics, this paper adopted the method of flocculation treat emulsion wastewater, choosed poly aluminium chloride for coagulant. The results of the study showed that in the emulsion wastewater of initial COD concentration of 10000mg/L, 15000mg/L and 20000mg/L, the coagulation process appropriate pH for 28, the optimum dosage of PAC are 1.6g/L, 2.0g/L, 2.6g/L, the COD concentration of treated water were all at 10002000mg/L, and the strainaway rate of COD in the emulsion wastewater reached 90%, the effect about remove of COD in emulsion wastewater was good.In the toluene, nitrobenzene wastewater, due to its mutagenicity, difficult biodegradable characteristics, bioaccumulation characteristics, this paper respectively from the physical, chemical, biochemical angle analysis the remove characteristics of toluene and nitrobenzene. Respectively, adopted Active carbon adsorption, Fenton oxidation, SBR and A2/O method to analysis the remove characteristics of toluene and nitrobenzene. The results of the study indicate that: Adopting Activated carbon adsorption removal toluene and nitrobenzene, when the concentration of toluene and nitrobenzene in flooding water for 40mg/L, activated carbon dosing quantity for 0.4mg/L, reaction time for 60min. This moment the concentration of toluene and nitrobenzene in yieldingwater for 4mg/L or so, the removal rate at about 90%, the treatment effect is good. Adopting Fenton oxidation removal toluene and nitrobenzene, when the concentration of toluene and nitrobenzene in flooding water for 40mg/L, the ratio of the H2O2 and Fe2+ for 10, H2O2 dosing quantity for 5mmol/L, pH for 3, reaction time for 60min. This moment the concentration of toluene and nitrobenzene in yieldingwater for 23mg/L or so, the removal rate at about 90%, the treatment effect is good. Adopting SBR method to analysis the biodegradable characteristics of toluene and nitrobenzene, when the concentration of toluene and nitrobenzene in flooding water for 10mg/L, for microbes of the SBR reactor in large poison, effluent water quality deterioration, the removal rate of COD at about 30%, the biodegradable characteristics of toluene and nitrobenzene is poor. Adopting A2/O method to analysis the biodegradable characteristics of toluene and nitrobenzene, when the concentration of toluene and nitrobenzene in flooding water for 10mg/L, the effect of process to A2/O larger, effluent water quality deterioration, the concentration of COD, Ammonia nitrogen, TP respectively at about 60mg/L, 15mg/L, 1.5mg/L, all can not meet the national sewage level of discharging standard. when the concentration of toluene and nitrobenzene in flooding water for 2mg/L, the effect of process to A2/O smaller, effluent water quality changed little, the concentration of COD, Ammonia nitrogen, TP respectively at about 35mg/L, 15mg/L, 0.3mg/L.Finally, combining binxi industrial park, the technology conditions of wastewater treatment plant, and gives the emergency control strategy of emulsion, toluene and nitrobenzene wastewater.
