Tourist resource is the base of tourism industry. Only exploited, tourist resource can bring economy benefit. Nowadays, tourist resource and its exploitation emphasize particularly on two aspects: quality evaluation and economy value evaluation, but eco-environment evaluation is less. Otherwise, the tourist resource exploitation measure is not operable. Aridity and semi-aridity is a famous ecological frail area as well as an important reserve area in our county. The frail eco-environment will constrain tourism development, and as the tourism development in this area, some bad influence was coursed by the exploitation. This paper, taking Ordos city of Inner Mongolia as an example, study the tourist resource exploitation evaluation and its exploitation model from eco-environment and ecological security. The main researches contain: (1)Constructing the tourist resource exploitation evaluation index system of Ordos on the basis of the relationship between the tourist resource exploitation and eco-environment, and evaluating the 10 key tourist resources in Ordos generally. This research was done by utilizing GIS technology and Delphi method.(2)Put forwarding the conceiving of the tourist resource exploitation model of ecological security guiding, and taking Yiou reserve area and Salawusu drainage area as examples to apply this model.The results of this paper are as following:(1) The ecological endurance ability is important to the ecological security of tourist resource exploitation. But its endurance ability is lower than the ecological influence of tourist resource exploitation. So disturbance by men is the main factor on ecological security.
