| Since China began to implement Tax Sharing System in 1994, in order to coordinate the fiscal relationship between central and local government, and realize the equalization of public service, fiscal transfer payment system has been set up. Since China’s reform and opening up, along with the establishment and perfection of the socialist market system, our economy has been developing rapidly with remarkable achievements in many fields. However, China is a developing as well as a multi-ethnic country. Differences in natural conditions, economy and culture lead to unbalanced development of regional economy, especially the gap between eastern and western areas, and the gap between urban and rural areas is increasing, which restricts the comprehensive development of the economy and the enhancement of comprehensive national strength. Thus, the current financial transfer payment system cannot adapt to the needs of the development of the market economy any more. It’s necessary to accelerate the process of the legalization of transfer payment, divide the powers and spending responsibilities between the governments of all levels, further optimize the transfer payment from capital structure, capital scale, and accelerates the establishment of a crisscross of fiscal transfer payment system, and the financial transfer payment system below the provincial level. In a word, reform of fiscal transfer payment system is imminent.According to theoretical basis and practical significance of the fiscal transfer payment system, this paper takes the perspective of the scale, regional structure and the effect of the transfer payment to deeply analyze the present situation of our fiscal transfer payment, and find out the problems existing in the current fiscal transfer payment system. On the basis of drawing lessons from successful experience in fiscal transfer system of foreign developed country, some ideas and suggestions will be put forward in how to standardize the transfer payment system in our country. |
