The minority publication refers that after the knowledge information such as manuscripts, pictures, music scores, audio-visual products, etc. related to minority subjects is interpreted in languages of minority nationalities or is processed and then copied in a certain manner onto specific carrier and finally is distributed to specific public in form of publications. The minority publications are the important carrier of ethnic cultural transmission. The Chinese Communist Party and the Government have always been attaching much importance to the establishment of Chinese national culture. Under the great background of rapid development of Chinese Ethnic Economics as well as construction of harmonious society, the minority publishing industry, as an important part of the cultural industry, is of tremendous productive significance in development of ethnic economics. The minority publishing industry has undergone the rise before the founding of the People's Republic of China as well as the contemporary development, so its economic and industrial attributes are increasingly obvious. The ethnic minority areas in China mostly are located in remote regions, where the level of economic development is relatively weak, which results in hard development due to instability of economic foundation. Taking the development process of minority publishing industry in different times as the breakthrough point, this article aims at finding the inherent regularity of minority publishing industry development and proposing the countermeasures to existing problems.Under the background of economic globalization, Chinese socio-economic transition and zealous construction of harmonious economic society, the domestic and international cultural markets have been developed with more intensified market competition situation. The cultural industry, aiming at improving international market competitiveness, is now facing the new development opportunity. China has also given great impetus to reform of cultural administrative system. As an important part of cultural industry, how the minority publishing industry develops in reform by following the law of industrial development has attracted numerous scholars and experts to search and explore in many aspects from different views.Surfing the wave of the publishing reform nowadays, it is of great and important practical significance to do some research on how the minority publishing industry conforms with market economy and achieves innovation of system and management mechanism by its industrial attribute and economic attribute, thus welcoming a new round of development stage, strengthening the national cohesion, transmitting the ethnic culture as well as giving it a new vitality.
