Urban Monitoring The Construction Of Networked Systems

With the speedy development of modern city construction, the pressure of prevention and controll to public security management's routine and espically some serious public accidents became greater and greater. The project construction of cities' alarming monitor system should be included in the city construction programming of central and local government by chaning traditonal way of prevention into technique prevention.At the basis of resource integration between public security and alarming monitor, the cities' alarming monitor system strengthen the safety measures in the process of information's production, storage, transmission and treatment so as to realize the resource share of information like image between public security organs and the related governmental department.This paper discusses the theoretical basis by summarizing the construction background, demand analysis, the target and content, construction thought and basic principle of Zunyi City Alarming Monitor System. Here are the author's research:1.The research on social application of city alarming monitor system's construction according to the social requirement by analyzing and integrating public and non-public resources.2. The research on video compression coding technique by analyzing the controlling strategies of video communication and security authentication and the setting of system users' authority and managing operations.3.The research on the storage management and framework scheme of system image information data base according to the characteristics of video information data base. By integrating the practice of image information stroage, the thechnique scheme of pyramid stroage is proposed in this paper in order to reduce the occupancy rate of bandwidth and promise the hige quqlity of image transmission.4.The comparision research on the present construction mode of city monitor system by proposing the modification scheme with pertinence.
