In order to improve the transmitting efficiency and video quality, resolve the problems during the realtime video transmitting especially the unstable bandwidth of network, the scalable video coding and rate control during process of streaming media transmitting are studied in this paper. The main research works are as follows.Based on the analyzing of the development of scalable video coding, a scalable video coding packet marking strategy was designed, according to that the existing switch does not support the scalable video coding. As to this marking strategy, a marked field which can make switch support scalable video coding was designed, the RTP protocol was extended to simplify the field mapping and to realize dynamic priority, and then the data transmitting process based on the marked field and the extended RTP protocol was deep analyzed.According to the limitation of the existing algorithms during the process of rate control of H.264, the frame skipping scheme, one of the key algorithms of rate control, was improved by utilizing frame pre-skipping. The scalable video coding features were considered emphatically in this frame skipping scheme to carry out the control of the streaming media transmitting speed based upon scalable video coding.A new streaming media transmitting scheme on the basis of Scalable Code Tag Field (SCTF) and code control was introduced according to the basic theory of streaming media transmitting. This transmitting scheme can self-adapt the network bandwidth. It will efficiently improve the transmitting speed and quality of streaming media.
