This is an application research in computer technology, geographical information system and environmental planning. 21st century is an era of sciential economy, the dominant is information in this era, the process of information-construction is very rapid, computer technology is widely used in every walk of life and is very useful. Geographical information system was presented in 1960's, it is adept in storage, querying, analysis, processing of spatial data. It is widely used in correlative fields, especially in environmental fields.Environmental planning is an arrangement of space and time about human activity and environment, it provide harmony for the relation of social economical development and environment. It provide long-range arrangement of environmental protection and development. It is a guarantee of continuous development. This research was based on the environmental planning of Qionghai watershed, computer database (Microsoft Access) technology, database access technology (ADO), visual programme technology (Microsoft Visual Basic) and GIS activeX (ESRI MapObjects) were applied. Through the analysis and arrangement about the information in the process of planning and the production of planning, basic geographic database in watershed, social economic database in watershed, environmental database in watershed, hydraulic environmental database in Qionghai, and database of planning production was created. A graphic Human Computer Interactional managemental platform was developed, by the platform, manager and decisionmaker get the information about the current social economy, current environment, future development, future environmental protection measure.The research provided an idea and experiment about environmental planning, it is novel and useful, it suit to the demand about information-construction and no-paper office.
