With the rapid development of China’s economic development and the development of the planning objectives, the scale of the city is more and more big, the speed of urbanization is also more and more block. The state is constantly changing, all kinds of information come in a throng of mutual support, the relation between information and information, restricting the perplexing. The traditional manual management and information processing methods have been greatly backward, and can not meet the requirements of modern urban planning and management. The establishment of urban planning and management software based on information technology is no time to delay.In this situation,being a very important aspect of the “Digital city”,digital urban planning not only developed and innovated the professional techniques positively,but also improved the tools and means by widely application of new technology.Advanced tools were brought out for urban planning administration,a typical representative of witch was urban planning management information system UPMIS.The researching and application of UPMIS has lasted for about 20 years,having passed the document management and image-text management stage,it has achieved a higher level,and has achieved lots of achievements on practicing works.Nevertheless,there were also some aspects need improvements,such as too much paper-kind material was transferred in defferent department in professional work,too much effect images and blueprints which contain little spatial information was used for representation,and there was long distance to go to adopt the public participation and supervision.In this paper unit old city demolition and reconstruction of the actual need based urban planning departments realize office automation, information disclosure, scientific decision-making, with Chenghua District Planning and management status, makes detailed analysis based on Arc GIS, the transformation of the old city planning software technical requirements and functional requirements, the main analysis of transformation of the old city planning functions of the software, the system construction technology, land suitable for demand and system structure. On the basis of this, the user characteristics, technical requirements and functional requirements of the urban renewal planning software are analyzed, and the structure model of the software organization system is established. Using Arc GIS and database technology, a good solution to the integration of static data and dynamic data management. Preliminary design and implementation of the system management, status management, integrated data query, decision-making information and other functions of the urban planning software system. Namely to meet the requirements of the non professional users, and can meet the requirements of the professional users for data statistics, analysis and processing, and it has a certain value for the management of urban planning and management.
