With the rapid development of Internet, there are more and more web services available on the web. In order to employ its full potential, the web service paradigm must be supported by an appropriate discovery mechanism. Current web Services discovery technology is based on UDDI and WSDL.It is based on the keyword-based discovery method. However, this method can't help the users to discover the expected services because the shortcomings of keyword-based techniques will leads to low precision and recall. In this paper, an effective web services discovery approach based on the semantic is proposed to solve this problem, it claims that service discovery should be based on semantic matching between a declarative description of the service being sought and a description of the service being offered. The traditional web service description langrage, i.e. WSDL, lacks of semantics and so, a new language,i.e.OWL-S is used as the discription language of web services in this paper,so it can describe web services with semantic information. The most important step of the services discovery is the matching approach. The proposed approach is a three-metric matching approach. The three metrics include text matching, capability matching and parameter matching. Each metric compares the matching degree between the requiment and the advertisement according to one kind of web service character. This matching approach and the designed ranking scheme can help service requesters to find suitable services. With the help of the proposed ontology-based approach, we can measure a web service matching degree to a given request and determine the rank in which the advertisement matches the request. The proposed approach is also implemented to develop the real matching system.Simulations for the system are also performed, and the results show that the proposed method of this paper is effective.
