Streaming media is a new technique of getting continuous media data, it focus on multimedia data's real-time transmitting, the client don't have to wait until accomplishment of the file downloading, it can been played real-time. Streaming media's absorbing advantage is like this: decrease the space of storage, protect the intellectual property right, the most important is decrease the time of transmitting, so make the system's real-time better.However, the early Internet was not design for multimedia, it was been designed for the pure-text, some time later, multimedia data was been joined, such as image and sound, so there are a series of problems in transmitting streaming media.This dissertation make security protection monitoring as application background, focus on the real-time request, make streaming media apply for the security protection monitoring system, build a full system of from code between network to decode. Multimedia data use MPEG-4 standard and transmit by TCP/UDP. At the same time, because of the possible problems of network transmitting, mostly is the problem of congestion, a QoS based on application layer is been proposed.
