The Enhanced Position Location Reporting System (EPLRS) has increased the communication function among users on the basis of Position Location Reporting System (PLRS). EPLRS is an integrated system that provides communication, navigation, localization and identification functions, while original PLRS only provides navigation and localization functions. Traditional EPLRS is a centrally controlled communication system, and consequently suffers from some limitations. And it can be predicated that EPLRS will be developed into a distributed working system in the near future, with the improvement of hardware equipments. In this paper, we present an approach on how to implement the AODV routing in conjunction with resource management in the communication network of EPLRS. This distributed approach eliminates the single point failure mode of centralized network management and the delays of centralized processing. Moreover, it can establish QoS routes with reserved bandwidth on a per flow basis in a network employing TDMA. An efficient algorithm for calculating the end-to-end bandwidth on a path is developed and used together with the route discovery mechanism of AODV to setup QoS routes. In the network, network layer control functions (e.g., routing, neighbor discovery) require nodes to exchange topological information in their neighborhood, so link-level broadcast is inevitable for this purpose. High unreliability of broadcast packets would not only result in routing asymmetries but could also cause the routing function to fail altogether. Thus, a MAC protocol has to keep the loss of broadcast packets, due to collisions, to a minimum. In this paper, we also present a distributed broadcast reservation protocol. It employs a contention-based mechanism with which nodes compete with each other to acquire the TDMA slots. Based on computer simulation, the paper discusses system-level scheme design and simulation of communication network in EPLRS. Via simulation, we validate the effectivity and feasibility of some important protocols and algorithms, including distributed routing protocol, multi-access protocol and so on.
